Pete Seeger wrote the first three verses of this song in 1955, inspired by a Cossack folk song. Joe Hickerson added the final verses in 1960 to make it circular. The melody is an Irish tune. Here's a Cornish translation. (Not word-for-word.) Seeger wrote many very good songs in his long life.
